Chemical paint strippers can actually eliminate paint chips and dust associated with scraping and blasting.  Less toxic alternatives to the commonly used methylene chloride compounds are now available.  Here, the material has been applied to the hull and covered with special paper.  The stripper usually dissolves the paint in 2 to 24 hours depending on temperature.
