If abrasive blasting must be done outdoors, use tarps to enclose the boat and avoid working on windy days. New paint stripping technologies utilize shell or plastic blasting media that can be readily separated from the paint chips.  This allows the media to be reused, significantly reducing the amount of waste material that has to be disposed of when stripping a hull.
